Hi! I am an Associate Analyst at The Swedish Institute of International Affairs (UI) and a researcher at The Institute of International Relations and Political Science (TSPMI) of Vilnius University. I conduct monitoring and evaluation of European foreign policy projects and study Eurasian domestic politics and foreign & security affairs for public and private clients. I also serve as a non-resident fellow at the Kennan Institute.

Before UI, I worked as a policy fellow at the European Council on Foreign Relations and a principal investigator at PPMI, European public sector consultancy company. I led research teams in policy evaluation projects and studies as well as conducted targeted analysis of Russian foreign and security policies for the European Commission (DGs EAC, CNECT, REGIO, FPI, EEAS, etc.) and EU member states.

I am the author of the book “Imperfect Equilibrium: Civil–Military Relations in Russian Defense Policymaking,” which was published by Hurst Publishers and Oxford University Press in 2026.

I have a Ph.D. in Political Science from the Central European University, where I worked as a research and teaching assistant on international development projects and in research methods courses.
